Carter Smith

Carter Smith is a Research Fellow with the Institute for Responsible Carbon Removal and a regulatory attorney based in Washington, D.C.  He previously served as a staff attorney at the U.S. EPA. He holds a B.A. in Economics from Seattle University, a J.D. from the University of Virginia School of Law, and an LL.M. in Environmental and Energy Law from Georgetown University Law Center.
