Why the energy access sector needs to stop picking lanes

Africa's energy access sector has a specialisation problem. Over the past decade, as distributed renewable energy companies scaled, most made a deliberate choice to pick a lane. Solar home systems companies built massive PayGo portfolios and refined their credit underwriting. Mini-grid developers focused on community-scale infrastructure and productive anchor loads. C&I solar operators chased commercial contracts and institutional clients. The logic was sound; focus creates efficiency, specialisation builds expertise, and in the early years of the sector, when the basic question was whether any of these models could work at all, depth made sense. But that logic has an expiry date, and I believe we have passed it.
The fundamental reality of energy access is that no two communities are the same. A rural household in northern Nigeria has different energy needs, different income patterns, and different infrastructure realities than a peri-urban cluster in Zambia or a commercial corridor in Uganda. The distances between villages, the nature of local enterprise, the availability of grid infrastructure, and the depth of mobile money penetration all vary, often dramatically, within a single country, let alone across the SSA region. Treating these communities as a single customer type, with a single solution, is not a strategy. It is a shortcut that leaves the most complex, underserved, and important markets without an answer. The companies that will define the next decade of energy access are not the ones that perfected one product - they are the ones that built the systems to serve any customer, at any tier, with the right solution for where they are today, and the capacity to grow with them over time.
Solar home systems remain the essential entry point. They reach the furthest communities fastest, at the lowest unit cost. PayGo models have unlocked hundreds of millions of households that no other energy delivery mechanism could reach, and that impact is real and significant. But an SHS is a starting point, not a destination. Mini-grids serve communities where individual systems cannot, where productive demand is high enough to justify shared infrastructure, where small enterprises need reliable power to operate, and where the economics of collective generation outweigh the simplicity of household units. C&I solar completes the picture, serving enterprises and institutions whose energy needs exceed what distributed household solutions provide, and whose economic activity is often the foundation on which surrounding communities depend. Each tier is necessary. None is sufficient on its own. And yet most operators in this space have chosen one and built their entire identity around it, leaving the others to competitors or leaving communities without any solution at all.
There is something the sector has not said loudly enough about mini-grids specifically, and it goes well beyond electricity. When an operator builds a mini-grid site, it is not just switching on power. It is placing a permanent, staffed, connected infrastructure node inside a community that often has never had one. Operators can use those sites to extend internet connectivity, run customer service operations, and bring basic services within reach of people who are off the grid, not just in energy terms but in every dimension of economic life. The electrification is the anchor. Everything built around it is the multiplier. A mini-grid site is a hub for inclusion, and that is a fundamentally different value proposition than simply replacing diesel generators or extending a national grid. The sector has been underselling this, and in doing so has been underselling the case for investment in this infrastructure category.
The economic argument for the full-range approach is as compelling as the coverage argument. Operating across tiers is not more expensive; it is more efficient. When you build a supply chain for solar home systems, you have procurement relationships, logistics infrastructure, and warehousing capacity that a mini-grid operation also needs. When you build field agent networks to service SHS customers across thousands of villages, those same networks can identify mini-grid sites, support C&I prospecting, and maintain assets at every tier. When you build a technology platform to manage PayGo portfolios, tracking payments, managing default risk, monitoring system performance, the same data architecture powers mini-grid monitoring and C&I reporting. The overhead does not multiply with the product range. The fixed costs spread across a larger revenue base. The economies of scale compound across a unified platform in ways that simply cannot be replicated inside a single-product company, no matter how well-run it is.
The most underappreciated advantage of this approach, however, is what it enables over time. A community that starts with solar home systems is not stuck there. As productive use grows, incomes rise, and demand aggregates, the pathway to a mini-grid becomes visible. And because the operator already has the customer relationship, the local presence, and the field infrastructure, that transition is a natural growth event rather than a new market entry from scratch. An SHS cluster today can become a mini-grid in three years. A mini-grid can become the anchor for C&I connections as local enterprises develop around it. Each tier feeds the next. This is the modular model: start smaller now, expand the system as the community expands, and let the infrastructure grow in step with the people it serves. It is the only approach that is both commercially sustainable and genuinely aligned with the long-term development of the markets we operate in.
The energy access sector is at an inflection point. The question is no longer whether distributed renewable energy works. We know it works across geographies, income levels, and business models. The companies that will matter in ten years are already making the decisions that will define them. Not which product to perfect or which geography to dominate. But whether to build a platform that can meet every community where it is, and grow with it from a single solar panel to a connected hub that anchors an entire local economy. That is the real opportunity in front of this sector. Not electrification. Transformation.
