The resilience test: wildfire

In July 2026 Spain declared a national wildfire emergency for the first time. Fires in Almería killed 14 people. Complexes around Ávila, Madrid and Guadalajara forced mass evacuations. Across the border, France's Gironde fire emptied towns on a peacetime scale: on the order of 200,000 people moved, and tens of thousands of hectares of maritime pine burned.
By mid August, EFFIS put the EU's year to date burned area at more than half a million hectares, more than twice the twenty year mid August average.
Wildfire coverage usually ends when the perimeter holds. The hillside is still smoking, the roads are still full, and the cameras leave after containment. Detection feeds, aircraft and evacuation orders have scaled. Land management, buildings at the interface, ground crews under simultaneous load, last mile roads and insurers willing to stay have not kept the same pace. The information arrives faster. Megafires and last mile deaths keep setting records.
This is not an argument that wildfires are dangerous. It is a test of whether improving one layer of readiness improves the system.
In 2015 almost every country adopted the Sendai Framework for Disaster Risk Reduction, a shared plan to understand risk, manage it, invest ahead of disaster and rebuild stronger when it still arrives. Early Warnings for All still aims for universal multi-hazard coverage by the end of 2027. Two years before that deadline, coverage remains incomplete.
Wildfire has its own written playbooks. The FAO's Integrated Fire Management Voluntary Guidelines tell countries to act before, during and after fire, and to shift from reactive response toward prevention and preparedness. A UNEP report on extreme landscape fires found that most wildfire money still goes to putting fires out. Direct response usually takes more than half of related spending. Planning gets less than one percent. UNEP argues the balance should be flipped: about two thirds for planning, prevention, preparedness and recovery, and about one third for response.
Europe has added paper of its own. In March 2026 the Commission published a Communication on integrated wildfire risk management. It covers the full cycle: prevention, preparedness, response and recovery. Member States keep the main responsibility for land and forests. The EU already runs the Civil Protection Mechanism, the rescEU reserve, EFFIS and Copernicus mapping. On paper, the system is not empty. It is weighted toward tools that scale quickly, detection feeds, alerts and aircraft, while landscape, buildings, ground force and insurance remain slower to change.
That is the scoreboard. Then came the examination.
California is what scaled detection looks like when it works. Cal Fire's mission is to stop about 95 percent of fires at 10 acres or less. The ALERTCalifornia camera network is cited by Cal Fire leadership as detecting about half of fires before anyone calls 911. Those fires do not open the evening news. Preparation showed. Most of Cal Fire's budget still sits on response.
The same doctrine faced a different test in Eaton and Palisades in January 2025. About 30 people were killed. Urban neighbourhoods burned. Smoke reached hospitals far from the flame. At Cedars Sinai, emergency visits for heart attack rose by about half in the ninety days after the fires began, and visits for pulmonary illness rose by about a quarter against prior years.
Once fire escapes the ten acre envelope, the next test is the house. Reporting after the Los Angeles fires underlined the same physical gap: most homes burn after airborne embers ignite them, not after a wall of flame arrives. Detection can succeed and the house still fail.
Insurance followed that physical gap. Private carriers had already pulled back from high wildfire risk. The state FAIR Plan's exposure grew from about $50 billion in 2018 to nearly $458 billion by 2024. Munich Re put overall losses from the Los Angeles wildfires at about US$53 billion, of which roughly US$40 billion was insured.
Detection scaled. Buildings and the insurance market did not. When the fire that escapes the ten acre envelope hits settlement, the scalable layer has already done its job.
On the evening of 17 June 2017, near Pedrógão Grande, a wildfire killed 66 people. Many were trapped in their cars or nearby as they tried to flee along the N-236 road. Communications failed under the fire. Sensors and alerts did not close the space between the map and the driver.
After 2017 Portugal rebuilt doctrine and institutions. In 2025 the system was examined again. An independent commission reporting to Parliament found more than eight thousand rural fires and about 272,000 hectares burned, the fourth largest burned area on record. The Piódão fire alone exceeded 65,000 hectares, the largest single fire on Portuguese record. The commission concluded that operational response and land management were insufficient, and that changes since 2018 had not significantly reduced megafires or their impacts.
Pedrógão measured the last mile. 2025 measured whether the post tragedy architecture closed it. On the commission's reading, it did not.
The Gironde megafire in July 2026 tested both layers at once. Evacuation worked at scale, and most of those moved were later allowed to return once the perimeter held. Suppression did not stop tens of thousands of hectares of pine from burning. World Weather Attribution describes the Gironde massif as man-made woodland of intensively managed maritime pine monocultures, with needle litter, ladder fuels and connected canopies that support crown fire. That plantation fuel structure let fire move fast.
By mid July, France's year to date burned area had already passed the whole of 2025 on ministry figures. The response was visible. The fuel work and the ground fight were unfinished.
After the cameras leave, the wood remains. Later estimates put the affected timber in Gironde at about 3.5 million cubic metres, nearly two thirds of the massif's typical annual production, with a race against beetles and degradation. Sector estimates put the economic préjudice for owners and forestry in Gironde and the Landes at about €500 to €600 million. Evacuation held. The landscape bill arrived next.
On 9 July the Los Gallardos fire in Almería killed 14 people, evacuated more than 1,600 and burned about 5,200 hectares on revised official figures. It is the deadliest wildfire Andalusia has recorded. Later in July the Ávila, Madrid, Toledo and Guadalajara complexes forced mass evacuations under a national emergency already declared.
For the 2026 season the EU staged its largest pre positioned wildfire package: 777 firefighters from 14 countries, with 22 firefighting aircraft and five helicopters on standby. When France and Spain were overwhelmed, a European Commission official told reporters those fires were "out of capacity". France received seven aircraft and four helicopters. Spain received six aircraft and three ground firefighting teams. The Commission's planned permanent European firefighting fleet is not due to be complete until 2030. The biggest shared response on record met a load that national systems could not finish.
Ground command faces the same ceiling elsewhere. New York Times reporting put U.S. complex incident management teams eligible for national rotation at 38 in 2026, down from 44 two years earlier, with only about 25 assignable at once during peak weeks. Aircraft can be moved. Fully staffed ground command under simultaneous megafire load cannot be invented mid season.
Emissions raise temperature, heat dries fuel, and fire then releases more carbon while damaging future uptake. A 2024 Nature Geoscience study with the UK Met Office found that fire began to affect global carbon storage significantly at about 1.07 degrees of warming, cutting the remaining 1.5 degree carbon budget by roughly 25 billion tonnes of carbon dioxide, about five percent.
The water keeps the bill open longer than the flame. Seventeen years after Colorado's 2002 Hayman Fire, researchers still measured higher nitrate in mineral soil, leachate and shallow groundwater on burned hillslopes than on unburned ones, with stream nitrate export about nineteen times higher. Vegetation recovery had not closed the nitrogen pathway. Containment is not the end of the disaster.
Insurers withdraw, the state becomes insurer of last resort, and reinsurance prices travel. None of these are separate disasters. They are one fire moving through systems that were not built for that sequence.
Detection can scale in seasons. Landscapes, housing stock, roads and insurance systems scale in years or decades. That difference in speed is much of the resilience gap.
Portugal rebuilt after Pedrógão. California catches most small fires. Europe staged its largest shared firefighter and aircraft package. Evacuation can move hundreds of thousands. The gap remains in land management, buildings at the interface, last mile roads, insurance and ground force under megafire load. EFFIS burned area in mid August 2026 sat more than twice the long term average. Sendai's investment priority remains uneven. Response and recovery still dominate wildfire finance where UNEP measured it. Cameras and aircraft get the money where budgets exist. Fuel work, ground crews, codes and insurance are where the hectares and the deaths still accumulate.
UNDRR, drawing on GAR 2025, put total losses from the Los Angeles fires, including longer term costs, as likely above US$250 billion. Munich Re's insured record, Gironde's timber préjudice and Hayman's seventeen year nitrate measure the same lag from different directions.
The world is not simply unready. It is ready in patches. Detection and evacuation were funded. Fuel, buildings, ground crews and insurance often were not. The late bill of water, smoke and carbon still sits outside the response story. The hillside is the ignition. The resilience test is whether the systems around it close the gap after detection. On present evidence they are not.
