For most of modern history, climate existed in the background of strategic thinking. It shaped terrain, influenced logistics, and constrained seasonal planning, but it was rarely understood as a primary driver of power. Military campaigns accounted for weather. Economies accounted for resources. Diplomacy accounted for geography. Yet climate itself was treated as a relatively stable backdrop against which history unfolded.
Intelligence institutions were built accordingly. Their core purpose was to observe adversaries, track military capabilities, intercept communications, and infer intent. Power was assumed to reside in actors-states, armies, leaders, and alliances, and intelligence was designed to illuminate what those actors were doing and why. Climate, when considered at all, was contextual: an input into planning, not a determinant of outcomes.
That assumption no longer holds.
In the 21st century, climate is no longer a passive condition surrounding geopolitical competition. It has become an active force reshaping the foundations upon which power rests. Climate change is altering where people can live, how food and energy systems function, how infrastructure performs under stress, how economies grow or contract, and how governments maintain legitimacy in the eyes of their populations. These effects do not unfold in isolation. They interact, compound, and accelerate one another, often in ways that are difficult to reverse once thresholds are crossed.
What makes climate uniquely destabilizing is not simply its scale, but its mode of operation. Climate change advances through slow accumulation rather than sudden shocks, through cascading pressures rather than singular events, and through nonlinear thresholds rather than predictable trajectories. Years of incremental stress can pass with little visible disruption until institutions fail abruptly, social contracts fracture, or entire regions become difficult to govern.
This fundamentally challenges how intelligence has traditionally been practiced.
Intelligence systems are optimized for detecting discrete threats: troop mobilizations, weapons development, hostile communications, and financial flows. They are less equipped to identify conditions under which stability itself begins to erode. Yet in the climate century, it is precisely those conditions: quiet, cumulative, and systemic, that will determine whether states remain functional long before any overt conflict emerges.
This final installment of The New Geography of Power advances a simple but consequential argument: In the climate century, climate-security intelligence will become as foundational to national power as satellite reconnaissance and cyber intelligence.
Not because climate replaces traditional security domains, but because it restructures the environment in which all forms of power are exercised.
Satellite intelligence transformed what states could see. It expanded visibility across space, revealing military capabilities, infrastructure, and movements that were once hidden. Cyber intelligence transformed what states had to protect, exposing vulnerabilities embedded in digital networks, economic systems, and institutional interdependence.
Climate intelligence will transform what states must anticipate.
It will reveal where systems are approaching failure, where resilience buffers are thinning, where adaptation capacity is mismatched to exposure, and where political stability is becoming contingent rather than durable. It will not predict specific crises with precision, but it will identify the conditions under which crises become increasingly likely and increasingly difficult to manage.
The nations that understand this will adapt early. They will redesign institutions, invest in resilience, and recalibrate strategy before instability becomes unavoidable. Those who do not will mistake temporary calm for permanence, assuming that because systems have held so far, they will continue to do so indefinitely.
History suggests otherwise.
Traditional intelligence frameworks are built around actors. They ask who is doing what, with what capabilities, and toward what ends. This model assumes that threats are intentional, identifiable, and temporally bounded; that instability originates in decisions made by adversaries and can be mitigated through deterrence, defense, or negotiation.
For much of the 20th century, this assumption was largely valid. Wars had beginnings and endings. Crises had identifiable triggers. Intelligence failures were often failures of the collection or interpretation of actors’ intentions.
Climate change introduces a fundamentally different category of risk.
It is not an actor. It has no intent. It cannot be deterred, sanctioned, or negotiated with. Yet it shapes outcomes more powerfully than many adversaries ever could, because it alters the conditions under which all actors operate.
Climate stress changes the rules of the game. It constrains food production and water availability. It disrupts energy systems and labor productivity. It accelerates migration and urbanization. It degrades infrastructure and strains public finances. It erodes political legitimacy by undermining a government’s ability to deliver basic services reliably. Crucially, it does all of this simultaneously, across sectors that are deeply interconnected.
These pressures do not arrive evenly or predictably. They unfold unevenly across regions, intensifying existing inequalities and vulnerabilities. In many cases, their early stages are almost invisible, manifesting as slightly higher prices, marginally lower yields, slower growth, or declining trust. Yet over time, these incremental changes accumulate into structural stress that institutions are ill-prepared to absorb.
This creates a profound intelligence challenge.
The most consequential threats of the climate century will not always arrive as attacks, invasions, or terrorist plots. They will emerge as a loss of governability. The inability to keep water flowing or electricity reliable. The failure to stabilize food prices. The erosion of public trust in institutions. The breakdown of informal systems that once managed conflict and cooperation at the local level.
By the time violence appears, the underlying failure has often already occurred.
Intelligence systems optimized to track troop movements, weapons transfers, and communications are poorly suited to detect these dynamics in advance. They excel at explaining what happened after instability erupts. They struggle to identify when systems are approaching the point where instability becomes unavoidable, when stress has outpaced institutional capacity.
Climate-security intelligence exists to close that gap.
Its purpose is not to replace traditional intelligence, but to complement it by illuminating the conditions that make conflict, collapse, or fragmentation more likely. In the climate century, understanding adversaries will remain important. But understanding whether societies can still be governed may prove even more decisive.
History offers a useful analogy for understanding what is now emerging.
When satellite reconnaissance appeared in the mid-20th century, it did not replace human intelligence, diplomatic reporting, or traditional military analysis. Instead, it altered the strategic field itself. What had once been inferred through fragments and speculation became visible. Missile deployments, industrial facilities, force posture, and infrastructure development could be observed persistently, across borders and in near–real time.
This new visibility did not simply improve intelligence accuracy; it reshaped deterrence, arms control, and strategic planning. Decision-makers could now operate with a clearer understanding of reality rather than assumptions. Verification became possible. Surprise became harder to sustain. Stability, paradoxically, increased because uncertainty decreased.
Satellite intelligence mattered not because it was offensive, but because it changed how power was perceived, assessed, and exercised.
The rise of cyber intelligence followed a similar pattern, though in a different domain. As states, economies, and militaries digitized, power quietly migrated into networks that were largely invisible to traditional intelligence frameworks. Cyber intelligence did not eliminate conventional military strength, but it revealed something equally important: vulnerability.
States learned that power no longer resided solely in physical assets or territorial control. It depended on software, data flows, supply-chain interdependence, and institutional connectivity. A state could possess formidable military capabilities and still be fragile if its digital systems were exposed or poorly governed.
Cyber intelligence reshaped security long before cyber conflict became widely visible. It forced states to rethink deterrence, defense, and escalation in a world where disruption could occur without tanks crossing borders.
In both cases, the value of the new intelligence domain was not primarily offensive. It was situational awareness. Satellites revealed what could be seen. Cyber revealed what could be compromised. Together, they expanded the map of power beyond what had previously been considered relevant.
Climate intelligence belongs squarely in this lineage.
Like satellite intelligence, it expands visibility, this time into environmental and systemic stress that was once treated as background noise. Like cyber intelligence, it exposes vulnerability, this time not in code or networks, but in food systems, water access, infrastructure resilience, labor productivity, and governance capacity.
And like both, climate intelligence becomes indispensable not because it replaces existing capabilities, but because, without it, strategic decision-making is incomplete. States may still track adversaries and protect networks, but without understanding how climate stress is reshaping the conditions under which those efforts matter, they will operate with a dangerously partial picture of reality.
One of the most persistent misunderstandings surrounding climate-security intelligence is the assumption that it is simply environmental monitoring repackaged for security audiences. This framing misses the point entirely.
Environmental monitoring tells us what is happening.
Climate-security intelligence tells us what is becoming unavoidable.
The distinction is not technological. It is functional and strategic.
Climate intelligence does not focus on weather events or climate variables in isolation. It integrates environmental signals with economic stress, infrastructure fragility, demographic movement, and governance capacity to identify systemic thresholds, points at which institutions lose the ability to absorb pressure without destabilizing consequences.
A drought, for example, matters not because rainfall declines. It matters because water scarcity intersects with food prices, employment, public trust, and political legitimacy. As households struggle, markets react, and governments intervene imperfectly, stress propagates outward. What begins as an environmental condition becomes an economic shock, then a political problem, then a security challenge.
Similarly, a heatwave matters not because temperatures rise. It matters because power grids fail under peak demand, labor productivity collapses, health systems strain, and public order becomes harder to maintain. When heat becomes chronic rather than episodic, it reshapes how cities function, how economies perform, and how populations respond to authority.
Traditional intelligence systems are poorly equipped to interpret these dynamics because they do not behave like conventional threats. They do not announce themselves. They do not have clear beginnings or endings. They accumulate until institutions cross thresholds they cannot retreat from.
Climate-security intelligence exists to map these intersections before they produce a crisis. Its purpose is not to forecast weather, but to anticipate where environmental stress will overwhelm economic, social, or political capacity. It is an intelligence function concerned less with events than with conditions, and with how those conditions alter the landscape of power.
In the climate century, the most dangerous blind spots will not be hidden weapons or secret alliances. They will be unseen points of fragility, where systems appear stable until they suddenly are not.
That is the intelligence challenge of our time, and why climate intelligence is no longer optional.
The defining shift introduced by climate-security intelligence is a move from observation to anticipation.
Traditional intelligence practice is largely retrospective in nature. It reconstructs intent from behavior, infers plans from movements, and explains outcomes after they occur. This approach is effective when threats are discrete, intentional, and time-bound. It is far less effective when instability emerges from slow-moving conditions rather than deliberate acts.
Climate intelligence demands a fundamentally different analytical posture.
Instead of asking whether violence will occur tomorrow, it asks whether the capacity to govern is eroding today. Instead of tracking who is mobilizing, it examines where resilience buffers are thinning. Instead of focusing on singular shocks, it identifies how incremental stress accumulates across systems until adaptation capacity is overwhelmed.
This shift matters because climate-driven instability rarely announces itself in dramatic form. It emerges quietly, through degraded livelihoods, declining service delivery, rising prices, and eroding trust. By the time conflict becomes visible, the underlying failure has often already occurred.
Climate-security intelligence exists to illuminate that invisible phase.
It focuses on conditions rather than events; on the convergence of environmental stress, economic fragility, institutional weakness, and social pressure. Its purpose is not to predict specific incidents, but to identify when systems are approaching thresholds beyond which instability becomes increasingly likely and increasingly difficult to contain.
This reframing fundamentally alters how familiar regions and conflicts are understood.
In parts of East Africa and the Sahel, environmental stress has been visible for years. Rainfall patterns became erratic. Droughts intensified. Pastureland degraded. Water sources grew unreliable. Yet for much of this period, intelligence architectures treated these dynamics as background context rather than primary drivers of risk.
Analytical attention remained focused on armed group movements, ideological networks, and external sponsorship. When violence escalated, it was commonly framed as insurgent expansion or radicalization.
In reality, much of the instability reflected institutional exhaustion.
Climate stress had progressively displaced livelihoods, particularly among pastoralist and agrarian communities. Customary mechanisms for managing land use and migration, long relied upon to resolve conflict, were strained beyond capacity. State presence receded from peripheral areas as service delivery became more difficult and more expensive. Informal economies expanded. Recruitment pools widened.
Armed actors did not so much create instability as occupy the space it left behind.
A climate-security intelligence framework would not have predicted specific attacks or named individual perpetrators in advance. But it would have identified where governance capacity was collapsing relative to environmental pressure, where security responses alone would be insufficient because the underlying conditions were no longer manageable.
That distinction is critical.
Force can suppress symptoms. It cannot restore resilience. Without addressing the ecological and institutional drivers of instability, military interventions risk becoming permanent containment strategies rather than pathways to stability.
As argued throughout this series, power in the 21st century is increasingly determined by exposure rather than ideology. Climate intelligence is the mechanism through which that exposure becomes legible.
In the Arctic, retreating ice has often been framed as an opportunity. Shorter shipping routes, access to resources, and strategic positioning dominate public narratives. What receives far less attention is how rapidly the region is becoming operationally fragile.
Permafrost thaw undermines the physical foundations of infrastructure: runways, roads, pipelines, and storage facilities, designed for frozen ground. Seasonal predictability erodes, complicating logistics and planning. Extreme weather events become harder to anticipate. Search-and-rescue capacity remains limited, magnifying the consequences of failure.
The strategic risk in the Arctic is not simply competition among states. It is overextension into environments where systems can no longer be sustained reliably.
Climate intelligence reframes Arctic strategy away from access and toward viability. It asks not who can arrive first, but who can remain operational as conditions deteriorate. In this context, presence itself becomes contingent, episodic, and increasingly expensive.
In the Gulf, climate exposure takes a different but equally consequential form. Extreme heat is no longer an episodic hazard; it is a structural constraint shaping labor productivity, energy demand, water security, and urban design. Intelligence frameworks focused solely on military balance or regional rivalry miss the deeper question: how long can existing models of habitation function under projected conditions?
Here, climate intelligence informs decisions far beyond defense. It shapes infrastructure investment, migration policy, workforce planning, urban cooling strategies, and alliance formation. Power is exercised less through deterrence than through adaptation capacity, the ability to sustain complex systems under persistent stress.
In global food systems, climate intelligence transforms commodity tracking into political foresight. Price volatility becomes an early indicator of social stress rather than a market fluctuation. Climate-driven disruptions propagate rapidly through globalized supply chains, amplifying local shocks into international consequences.
History consistently shows that governments rarely fall because food disappears. They fall because food becomes unaffordable, unpredictable, or politicized. Climate intelligence identifies where food stress crosses from economic issue to political risk, where subsidy regimes, fiscal buffers, and social contracts begin to fray.
Across these cases, the intelligence value does not lie in novelty. The data already exists. What changes is integration.
Climate-security intelligence brings together environmental signals, economic indicators, infrastructure performance, and governance capacity into a unified analytical framework. It reveals not isolated risks, but patterns of exposure, and with them, the emerging geography of power.
Perhaps the most consequential implication of the age of climate intelligence is not analytical, but institutional.
Climate intelligence cannot function as an advisory feed buried in reports, dashboards, or scenario annexes. Insight without authority does not shape outcomes; it merely documents failure in advance. For climate intelligence to matter, it must be embedded directly into the structures that allocate resources, define priorities, and arbitrate tradeoffs.
This represents a significant departure from how intelligence has traditionally been positioned within the state.
Conventional intelligence institutions are designed to inform security decision-makers, often at the highest levels, but within relatively narrow domains. Climate intelligence, by contrast, cannot be confined to national security councils alone. Its relevance spans economic planning, infrastructure investment, public health, food systems, energy policy, migration management, and diplomacy. Climate stress does not respect bureaucratic boundaries, and intelligence architectures that do will fail to capture its effects.
In practice, this means climate intelligence must shape budgetary decisions, not merely warn about future risks. It must inform infrastructure design before assets are built, not assess vulnerability after they fail. It must guide development strategy, recognizing that poverty reduction and adaptation are not humanitarian issues alone, but foundations of long-term stability. And it must bridge domestic and foreign policy, because climate-driven instability rarely remains contained within national borders.
This integration requires institutional courage. It challenges legacy divisions between security and development, between economics and geopolitics, between internal governance and external strategy. But without this synthesis, climate intelligence becomes descriptive rather than operational; accurate, but ineffective.
States that succeed in embedding climate intelligence as institutional capacity will not eliminate climate risk. That is neither possible nor necessary. What they will do is recognize risk early enough to adapt, to reallocate resources, redesign systems, and recalibrate expectations before stress overwhelms governance.
States that fail will discover, often too late, that instability was not sudden. It was visible all along, accumulating quietly while institutions continued to operate on assumptions that no longer held.
Part I of The new geography of power argued that nations must rewrite their futures because the old assumptions of stability no longer apply. That argument was never about ideology, dominance, or competition for its own sake. It was about viability.
This final installment completes that arc.
You cannot rewrite a future you cannot see.
You cannot govern thresholds you do not recognize.
You cannot preserve power in environments you do not understand.
Throughout modern history, new intelligence domains have reshaped what states could perceive, and therefore what they could manage. Satellite intelligence taught states how to see across space, transforming strategic visibility and deterrence. Cyber intelligence taught states how to see across networks, revealing hidden dependencies and vulnerabilities long before conflict became overt.
Climate intelligence teaches states how to see across time.
It reveals not only what is happening, but where conditions are converging toward instability. It illuminates the slow erosion of resilience before collapse becomes visible. It exposes the difference between systems under strain and systems approaching failure.
In the climate century, intelligence is no longer only about adversaries. It is about conditions of survival.
Power will not belong to those who react fastest once crises erupt. It will belong to those who recognize when the ground beneath their systems is beginning to give way and act while adaptation is still possible.
This is the final geography of power: not where nations stand today, but where stability still exists tomorrow.
