For decades, climate change was discussed as a future risk, a slow-moving environmental problem to be addressed through diplomacy, emissions reductions, and adaptation funding. Security institutions largely treated it as a secondary concern, adjacent to development and humanitarian policy rather than core defense planning.
That era is over.
Climate change is no longer simply shaping the conditions under which conflict occurs. It is increasingly shaping the conflicts themselves. Military planners, defense ministries, and security agencies around the world are now grappling with a new reality: environmental stress is becoming a direct driver of instability, competition, and militarized response.
This is not a hypothetical future. It is already visible across multiple regions.
In East Africa, prolonged drought and resource stress have altered conflict dynamics between states and non-state actors. In the Sahel, ecological collapse has merged with insurgency, blurring the line between climate crisis and armed conflict. In the Arctic, melting ice is opening new strategic corridors and triggering militarization. In the Pacific, rising seas are forcing governments to confront existential questions of sovereignty and defense.
These are not isolated cases. They represent a structural shift in how conflict emerges and how power is contested.
Climate change is no longer just a threat multiplier. It is becoming a conflict domain in its own right.
For more than a decade, climate change has been described within security and defense circles as a “threat multiplier.” The concept was useful. It acknowledged that environmental stress could intensify existing political, ethnic, and economic tensions, increasing the likelihood of instability or conflict. It helped bring climate change into national security conversations that had previously dismissed it as peripheral.
But the threat multiplier framing is now insufficient, and increasingly misleading.
It implies that climate change merely accelerates conflicts that would have occurred anyway, rather than fundamentally reshaping why conflicts occur, where they unfold, and how they are fought. In doing so, it understates the degree to which climate change is no longer an external stressor acting on political systems, but a strategic driver actively reorganizing the security landscape itself.
Climate change is no longer just exacerbating risk. It is redefining strategic objectives, reshaping military doctrine, and altering the very geography of conflict.
As environmental conditions deteriorate, states and armed actors are no longer focused primarily on ideological dominance, territorial expansion in the classical sense, or conventional power projection. Instead, they are increasingly oriented toward controlling the foundational systems of survival. Control over territory matters less than control over what makes territory livable.
In practice, this means growing competition over:
• Water sources, including rivers, aquifers, reservoirs, and critical water infrastructure
• Arable land and grazing corridors, particularly in regions dependent on rain-fed agriculture or pastoralism
• Strategic chokepoints created or transformed by climate change, such as newly navigable sea routes, shrinking river passages, or climate-sensitive transport corridors
• Population movements driven by habitability loss, including migration routes, border zones, and urban peripheries absorbing displaced populations
These are not secondary or humanitarian concerns operating alongside “real” security issues. They are becoming central objects of strategic contestation.
This shift has profound implications for the nature of conflict. Climate stress tends to dissolve the traditional distinction between war and peace. Instead of discrete conflicts with identifiable beginnings and endings, states increasingly confront persistent instability, a continuous condition characterized by chronic tension, recurring violence, and prolonged insecurity.
Rather than conventional wars, the dominant pattern becomes:
• sustained border friction rather than declared hostilities
• internal unrest rather than interstate confrontation
• proxy conflicts rather than direct engagement
• militarized humanitarian crises rather than post-conflict reconstruction
This environment favors actors capable of operating under ambiguity. Militias, insurgent groups, criminal networks, and hybrid forces thrive in spaces where authority is fragmented and legitimacy contested. These actors do not require decisive victory; they require only continued access to resources and people under stress.
By contrast, traditional military structures, optimized for conventional warfare against clearly defined adversaries, are strained. They are increasingly tasked with missions for which they were not designed: stabilizing civilian populations, managing resource disputes, protecting infrastructure, and operating indefinitely without clear end states.
The strategic shift is unmistakable:
Climate change is not just increasing the risk of conflict; it is changing the logic of conflict itself.
East Africa offers one of the clearest and most consequential real-world illustrations of climate change functioning as a direct driver of militarization rather than a background condition.
Over the past two decades, the region has experienced repeated and intensifying droughts, with rainfall becoming increasingly erratic and multi-season failures more common. These climatic shocks have devastated pastoral livelihoods and rain-fed agricultural systems that millions of people depend upon for survival.
Crucially, these environmental pressures do not occur in isolation. East Africa thus reveals a critical and transferable lesson for climate security globally:

Stretching across Africa from the Atlantic to the Red Sea, the Sahel is a climatic transition zone, neither fully desert nor reliably fertile. Its societies, economies, and political systems evolved around delicate ecological balances, particularly seasonal rainfall patterns that sustained pastoralism and rain-fed agriculture. Climate change is rapidly dismantling those balances.
The region is warming at approximately 1.5 times the global average, while rainfall has become increasingly erratic. Multi-year droughts are more frequent, punctuated by intense rainfall events that cause flooding rather than replenishment. Rising sea levels threaten low-lying island nations with partial or total inundation within this century. Coastlines retreat. Freshwater lenses are contaminated by saltwater intrusion. Storm surges render land uninhabitable long before it is physically submerged. This is not a distant scenario; it is already shaping policy, planning, and security thinking across the region.
This challenge transcends humanitarian framing. It represents a profound disruption to international law, defense planning, and sovereignty.
A state without territory cannot defend borders in traditional terms. It cannot host military installations. It cannot control exclusive economic zones in the same way. Yet its people, culture, political identity, and international legal status persist.
This creates unprecedented security questions:
• How does deterrence function when a state’s physical geography dissolves?
• How are alliances maintained when territory can no longer anchor security commitments?
• What happens to maritime rights, resource claims, and strategic access when coastlines shift or vanish?
Pacific nations are already grappling with these realities. Security strategies increasingly emphasize diplomatic leverage, international law, and strategic partnerships rather than conventional military power. Efforts focus on preserving legal sovereignty, securing migration pathways, and maintaining international recognition even as physical territory becomes uncertain.
In this context, climate change is not militarized through force, but through existential insecurity. The threat is not invasion, but erasure.
The Pacific demonstrates that environment-based conflict does not always involve weapons, militias, or militarized borders. Sometimes, it involves the erosion of the foundational assumptions upon which security doctrines, and the state system itself, were built.
It is a reminder that climate change challenges not only how conflicts are fought, but whether the traditional concepts of territory, sovereignty, and defense remain sufficient in a rapidly changing world.
Across regions and political systems, militaries are adapting to climate change, not because they have chosen to redefine their missions, but because environmental disruption is steadily forcing that redefinition upon them.
Defense institutions were historically designed to deter or defeat external adversaries. Their structures, training regimes, procurement systems, and doctrines assume identifiable threats, defined theaters of operation, and conflicts that, at least in theory, can be resolved. Climate change destabilizes every one of those assumptions.

This condition produces strategic exhaustion. Militaries tire. Budgets strain. Institutions lose legitimacy. The psychological toll on societies accumulates as crisis becomes normalized.
In this environment, power shifts toward actors capable of operating under ambiguity and disorder.
