The digital economy runs on data. So does inequality

In parts of the country that flood again and again, residents can describe the waterline on their walls down to the inch. They can name the streets that turn into rivers first. Yet when they try to answer the questions that decide whether their community gets protected or priced out, the data is often missing, inaccessible, or trapped behind technical barriers. How is risk being scored? Which neighborhoods are prioritized for drainage, trees, and resilient power? What assumptions shape the maps insurers, agencies, and developers treat as authoritative?

For years, “open data” sounded like a cure. Publish more information in more places, and that will help the public hold power to account. However well-intentioned the premise, the reality is that a spreadsheet or infographic posted online does not change who makes the decisions. A map buried inside a portal does not help a resident who is trying to understand why asthma rates are rising, why insurance is becoming unaffordable, or why disaster aid keeps arriving late.
Communities need a framing that is equal parts clear and nuanced. Digital justice is the missing bridge between environmental justice and economic mobility. It means people can access, understand, and contest the data and models shaping their health, safety, and opportunity. It also means they can participate in the jobs, contracts, and credentials that define the growing digital services economy.
Right now, too many frontline communities face the same pattern: they carry the highest climate and pollution burdens while lacking usable data to document those burdens, challenge the models that shape their futures, or influence where money and infrastructure go. Meanwhile, they are routinely locked out of the high-growth sectors being built on the same data flows.
That is not a technical problem. It is a governance problem that manifests itself along three compounding gaps.
The most predominant is the visibility gap. The data needed to describe environmental harm at a neighborhood level is often missing, outdated, or not accessible in a form people can use. Heat maps can be too coarse to show street-by-street temperature differences. Flood risk models can miss local drainage failures, informal housing, or repeated “nuisance” flooding that never makes the headlines. Health burdens can be documented in academic literature, yet never translated into decision-ready evidence in the places where permitting, enforcement, and infrastructure investments happen.
Another one that we see playing out in public discourse is the power gap. Many of the decisions that shape safety and wealth now run through scoring systems and models that communities cannot see or audit. Insurance pricing, mortgage access, local permitting, benefit-cost analyses, disaster aid eligibility, and infrastructure prioritization increasingly rely on data-driven tools. Some are public. Many are proprietary. Even when the inputs are public, the assumptions are not. When the model is opaque, communities cannot test it, contest it, or improve it. Decisions become “common sense” because the logic sits behind expertise.
Finally, there is the important but more difficult to pin down opportunity gap. The same places with high environmental burdens often have lower broadband access, fewer devices, fewer credentials, and fewer paid pathways into the growing digital services economy. People hear about “future jobs” in data, AI, and clean tech. Meanwhile, schools struggle to sustain computer science courses, community colleges lack stable funding for workforce programs, and households patch together connectivity with phones and parking-lot Wi-Fi. The country calls these “skills gaps,” as if they appeared by accident. They are outcomes of policy choices and market incentives.

If this resembles redlining, it is because the structure is similar. Redlining did not merely restrict where people lived. It directed where capital flowed and where protection was withheld. Data disparity now plays a comparable role. It governs who can prove harm, who can win resources, who can negotiate on equal footing, and who can participate in the growth economy. It is a pipeline that moves risk toward the vulnerable and value toward the already connected.
The data center boom makes this collision between digital justice and environmental justice harder to ignore. Data centers are the physical backbone of modern life. They support cloud computing, streaming, and the AI systems that now sit inside business and government. They also demand land, electricity, water, and transmission capacity. They can bring tax revenue and some high-quality jobs, but those jobs are often fewer than the public expects and may require credentials that residents have not had a fair chance to earn.
When a data center proposal lands in a community, the public debate typically focuses on emissions, diesel backup generators, water withdrawals, noise, land use, and grid strain. Those concerns are real. But the deeper issue is information asymmetry.

Developers arrive with consultants, models, and technical filings. Local governments often operate with thin staff and limited analytic capacity. Residents are expected to interpret complex documents and navigate short comment windows while juggling work, caregiving, and daily life. Even well-run public hearings can become rituals where communities speak in lived experience, and decision-makers respond in jargon. Without accessible data, “community engagement” becomes notice rather than knowledge. Without knowledge, it is hard to demand safeguards, negotiate benefits, or verify compliance over time.
The way to break through these cyclical challenges is with pathways that translate into enforceable rules and funded capacity.
Start with actionable data as public infrastructure. “Open” is not enough. Communities need data that is localized, understandable, and connected to decisions. Hazard, health, and investment data should be available at the scale where people live and where local decisions are made. If residents cannot answer basic questions about flooding, heat, outages, or exposure, the system is failing.
Require transparency and auditability for models used in public decisions. If a model influences who receives disaster aid, how risk is priced, where infrastructure goes, or whether a major project gets approved, the public should be able to examine its assumptions and test its outputs. That is not anti-innovation. It is pro-democracy.
Then, connect the digital economy’s growth to real local pathways into opportunity. If major digital infrastructure is built in a region, residents should have access to paid training, apprenticeships, and credentials tied to the roles that exist. That includes not only specialized engineering jobs, but also operations, maintenance, cybersecurity, compliance, and the data work that modern organizations increasingly outsource. Economic mobility cannot be a promise made at a ribbon-cutting. It has to be a pipeline designed in advance.
Environmental justice has always been about more than pollution. It is about who bears harm and who gets to shape the rules. In a climate-disrupted, data-driven economy, those rules increasingly live inside information systems: models, databases, and dashboards that determine what counts and what does not. Digital justice insists that communities should not be treated as raw material for someone else’s analytics. They should be co-owners of the knowledge that describes their lives and the benefits that flow from the digital economy.
If we ignore data disparity, we will keep repeating old inequalities with newer tools. We will build more computing power, more infrastructure, and more wealth, while people on the frontlines remain stuck without the information or pathways to influence their own futures.
The digital economy will not become fair by accident. We, the public, must transform it by the ways we treat data access, model transparency, and opportunity pathways as part of the country’s basic operating system.
