PPWR - What's the deal?

PPWR (the Packaging and Packaging Waste Regulation) is a new EU-wide regulation that fundamentally changes how packaging has to be designed and managed across all member states. In February 2025, the PPWR essentially became law, but on 12 August 2026, it starts becoming enforceable in practice. What makes it important right now is that companies need to start aligning immediately, because packaging that doesn’t meet the requirements will increasingly become non-compliant to sell anywhere in the EU.
On the surface, nothing in PPWR feels really new. Brands have been dealing with packaging sustainability, Extended Producer Responsibility reporting, and traceability for years. So the instinct is to assume this is just another compliance update. But what’s different is that all of these elements are now combined into one legally binding framework that applies across the entire EU; and they’re enforced together, not individually.And more importantly, under the old system, if your packaging wasn’t ideal, you could still sell it and essentially pay for the consequences through EPR fees. Under PPWR, if your packaging doesn’t meet the requirements, you may not be allowed to place it on the market at all. This turns packaging into a direct market access condition and that’s a very different level of risk.

Data collection & disclosure is significantly expanded into upstream traceability (supply chain and production due diligence), besides more extensive downstream traceability (post-consumer packaging waste monitoring).
PPWR is fundamentally different from previous EU regulatory frameworks that addressed the waste generated from packaged goods, such as the first EPR-like regulation in Germany or the EU-wide PPWD (Directive), because it shifts focus up the value chain of packaged goods, from an emphasis on waste management and recycling to product and packaging design and manufacturing. The difference is that under EPR, you could largely pay your way out of the problem. Packaging decisions didn’t fundamentally change as long as you covered the cost. That meant even inefficient or hard-to-recycle packaging could still work economically.
With PPWR, that flexibility disappears, because compliance is tied to how packaging performs in reality, not just what you pay. So companies can’t solve this downstream anymore but rather have to get it right at the design stage. And the advanced innovation and efficiency of recycling infrastructure in Europe made it effectively so cheap to bring plastic packaging onto the market.
The result: there was only very little incentive to actually change something about the design and materials of the packaging. The PPWR changes this fundamentally, because it now sets specific and enforceable requirements for packaging design, such as recyclability requirements, recycled content requirements, empty packaging space limits, mono-material requirements, chemical composition requirements, and material traceability requirements, adding to the still existing requirements of working with PROs (Producer Responsibility Organisations) for compliance and waste management. Interestingly, these requirements are now tracked by SKU (stock-keeping unit).
Under previous regulatory frameworks, compliance was mostly tracked per kg of packaging placed on the market and in a "mass balance"-princple, meaning that per kg of polymer placed on the market, one kg of the same polymer had to be collected and reprocessed (with targets actually way lower than 1:1). PPWR, opposed to that, is now enforced per unit of a good and its packaging, so brands must include these requirements in and on the packaging itself (format, composition, labelling).

Another interesting compliance challenge (the absence of which was a structural breaking point of EPR) posed by PPWR is:
Recyclable ≠ system-level recyclability
Let's take the example of generally hard-to-recycle multilayer packaging:
Switching to mono-material packaging is a good step, but it doesn’t guarantee compliance under the Packaging and Packaging Waste Regulation because recyclability is assessed at the system level, not just at the material level. If the packaging isn’t actually collected, sorted, and recycled at scale in real-world infrastructure, it can still fail. In addition, requirements like recycled content and overall reduction still apply, so mono-material alone doesn’t solve the full compliance problem.
“Recyclable in theory” isn’t sufficient under the Packaging and Packaging Waste Regulation because compliance is based on whether packaging can actually be collected, sorted, and recycled at scale in real systems. Under previous frameworks, materials could be labelled recyclable even if infrastructure didn’t exist to handle them effectively. PPWR shifts this by tying compliance to real-world performance, meaning packaging has to work within existing waste management systems, not just in theory.
It helps to break this into three areas: operational, administrative, and financial.
Operationally, this is the biggest shift. Packaging compliance moves from an afterthought to a design constraint at the very beginning of your value chain. If your packaging isn’t compliant, you can’t place your product on the EU market and this directly affects procurement, product design, and supply chain decisions.
Administratively, the burden doesn’t disappear because of the harmonisation. Harmonisation simplifies cross-border complexity, companies now need much deeper documentation. Every packaging format requires verifiable data and, in many cases, formal declarations of conformity. That means you need full visibility into your supply chain and the ability to prove compliance.
Financially, you still have EPR costs, but the risk profile changes. You’re now exposed to penalties, potential sales bans, and higher upfront investment in packaging R&D and system integration. At the same time, companies that adapt early can avoid disruption and reduce long-term compliance costs. So overall, PPWR shifts packaging from a cost centre in sustainability to a core driver of operational and commercial risk.
